ChatGPT is a general-purpose AI, trained mainly on English-language sources and without real-time access to official Bulgarian legal databases. As a result, when answering questions about Bulgarian law, it may miss recent amendments, cite the wrong article, or even invent a non-existent reference.

We created Praven Intelekt precisely to solve this problem.

Praven Intelekt is built specifically to work with Bulgarian legislation and case law. It was developed by a team of Bulgarian lawyers and AI engineers to guarantee that every answer is verifiable and based on the latest official sources.

Answers grounded in official sources

Praven Intelekt uses its own database of Bulgarian legislation, case law, ordinances, regulations, interpretive rulings, as well as EU regulations and directives.

Every document in our database is processed in a way that enables semantic search, not just keyword search. This allows Praven Intelekt to find the specific article or paragraph most relevant to your question, without you having to dig through 100+ pages of documents that happen to contain the keyword you searched for.

For every query, Praven Intelekt first locates the most relevant legal texts, and only then does the model formulate its answer, working exclusively with them. This is what's known as retrieval augmented generation, or RAG technology, which is the standard when applying artificial intelligence to databases of specialized information.

Reliable and easily verifiable citations

With every answer, Praven Intelekt cites the specific article and law in the form of a hyperlink. Just click the cited article and the original source opens immediately with the full text.

On the right-hand side of the platform there is also a "Sources" panel, which gathers all the legal materials used, so you can verify every reference with a single action.

Up-to-date content

One of ChatGPT's limitations, even in its latest version, GPT-5, is the so-called cut-off date - the date after which the model has no access to new information. For GPT-5, that date is October 1, 2024.

Praven Intelekt does not have this limitation. We monitor the State Gazette (Държавен вестник, ДВ) twice a week and automatically add every new amendment to our database. In addition, we add the latest case law from the Supreme Court of Cassation (ВКС) and the Supreme Administrative Court (ВАС) on a daily basis.

Our database currently covers laws, ordinances, regulations, interpretive rulings, decisions of the Supreme Court of Cassation (ВКС) and the Supreme Administrative Court (ВАС), as well as European regulations and directives. We are also working on integrating decisions from the lower courts in order to provide a complete picture of national case law.

Enterprise-grade security

At Praven Intelekt, confidentiality is built into the very architecture of the platform. We use the Azure OpenAI Service, which means the models run in a secure corporate Microsoft environment, hosted entirely within the European Union (Germany, France, Sweden). Unlike the public version of ChatGPT, there is no connection to or exchange of data with OpenAI's services - neither through ChatGPT nor through the OpenAI API.

This is possible because Azure OpenAI is a fully Microsoft-managed service in which your questions (inputs) and answers (outputs), uploaded documents, and other data are:

• NOT accessible to other customers,

• NOT accessible to OpenAI,

• NOT used to improve OpenAI's or Azure's models, nor our own.

• NOT used to improve any products or services of Microsoft or third parties.

In addition, for clients with strict confidentiality requirements, we offer a dedicated cloud instance exclusively for your organization, or an on-premise deployment within your own IT infrastructure.
